After the step-by-step tutorial there is no /home/pi/pimatic-app/node_modules/sqlite3/lib/binding plus subdirectories. So sqlite3 is not installed or configrated properly.
AND I installed nodejs 0.10.24 BUT this error says it demands node-v11. Thats confusing to me.
I already started over with a new rasbian image. Even tried nodejs0.11.9 with noc success.
node-v11 is the module (binary interface) version. node v0.10 has binary interface version 11. So you are using the right version.

Try the steps described by @incmve. And wait till sqlite compilation finished.
