Generally I see one the following ways forward
Close the German forum
Let users vote on the matter
Leave it as is
Apply and enforce a stricter policy
Another option is to add more language-specific sub-forums like Iobroker does and some user suggested earlier in the discussion.
Iobroker supports German, English, Dutch, and Russian. Looking at Iobroker a little bit closer reveals, however, the Dutch forum is not used at all and the English forum is rarely used. The majority of posts are in German and there is a significant number of Russian posts. Parts of the sub-forums are duplicates which probably had been created to make the forum looking bigger as it was, initially. Reading some of the posts I also get the impression the forum is heavily backed by the team rather than the community. One should also bear in mind that the Iobroker team is trying to run a business with Iobroker. So, I believe the Iobroker team is trying hard to push things forward.
In contrast to this, pimatic is heavily community based, but the active community is relatively small. There is no company in the background and no business intent driving things forward like it is for Iobroker and Openhab, to mention another example. For this reason, I believe we should not fragment the community forum into different languages.
