A workaround which might work

when WRHeater.temp != 21 and [ [it is after 5:00 and before 8:00] or [it is after 16:00 and before 22:00] ] and every 5 seconds then set temp of WRHeater to 21

I would say: WRHeater.temp <= 21
28 degrees is also != 21 but you don’t want the heater to start at that temperature.
