As part of plugins I would like to use i18n.
What is the anticipated procedure for adding items to locale files? Is it OK to just edit en & de locale file and make PR for it? Who will take care of other languages?

Yes, just edit them and make a PR. If there is no translation for other language the default fallback is en. If someone wants to have a translation he/she has to submit a pull for his/her language, too.
