is it possible that pimatic can listen on an ip address and port number to text strings, is it possible with an plugin ?

Do you have some more details, please. E.g. a link to the product specification and possibly the messaging API will be helpful. A quick search on the internet with the sparse information you have provided did not reveal any useful results. Is it a Bosch Alarm System you have?
When you say your alarm can send message on port 7000, I assume it can be contacted via that port by some client and it send responses to “RML8-ALARM” or RML8-SET" client requests, right? In this case integration with pimatic should possible using pimatic-sheel-executed and some shell scripts to be written to encapsulate the messaging
