You can do this yourself.
Create a Buttons Device what sets a variable and this variable fires a rule.
Or smarter make a rule that sets summer and winter by a temperatur sensor or the calender.

If I knew where to get the time change, the rest is not difficult, but unfortunately it fails because of where to get these times.
Just type “date” in the comandline, that gives you CET or CEST.

With a shell sensor? Day / month / year and time is not a problem but the CET or CEST?

I have solved it a little easier for me now:
I created a shell sensor device and have entered the following command:
date +%Z
now i get only CET or CEST and include that in the appropriate rules.
