first of all for pimatic v0.9 the best way of installing plugins is the gui.
you are able to browse all plugins, install and setup these completely too!
now to your issue.
there are two things to be mentioned.
first, delete the weather plugin completely from the config!
the pimatic-weather plugin is deprecated! just realised that i need to review the howto no.3 completely … sorry for misleading!! you can use the pimatic-openweather instead.
second, insert these lines to your config (to get proper debug data) just at the first row after the setup :

now start pimatic with sudo pimatic.js
and post the debug data either from screen directly or from the pimatic-debug,log if it still does not work to get a clearer view of things now.
